Florya City Forest, which was opened in the early 40s, had been partially occupied by the previous mayors of the districts of Istanbul for private residential use. When the new mayor of Istanbul was elected in 2019, he promised to transform the whole area into a public campus by removing the private residences of bureaucrats and re-functioning the existing buildings with public programs. The private villas became the communal working spaces for the public institutes of the municipality, named İstanbul Planning Agency (IPA). But when it comes to the swimming pool, formerly constructed as a private recreational area for the residential units, the best choice seemed to demolish it since it would not be efficient and sustainable to use it as a public pool.

 

Instead of demolishing it, we proposed to keep the pool and its folding cover and transform it into a public hall by installing necessary amenities. The main principle of our design was to keep the image of the existing pool as much as possible. The idea was to re-function the building with minimum intervention considering time and budget. Moreover, keeping the image of the pool as part of the collective memory was important since the narrative of reclaiming public spaces back in Istanbul was followed by the new city administration. So the original covering structure, pool tiles, and wall coverings, even the colors, were kept as they were.

 

For the functioning of the pool as a public hall, the void of the pool is filled with plywood Amphi seating, while the kid's pool is now used as a winter garden as part of the foyer of the new hall. Mechanical rooms of the pool that were downstairs are refunctioned and designed as the backstage rooms. In order to provide acoustics, timber panels are anchored on the existing polycarbonate sheets of the folding cover. 

 

The pool is now used as an open-air event space in summer while it becomes an auditorium for 400 people in winter, when the covering structure wraps the building in bad weather conditions. As an adaptive reuse project, our starting point was to transform the existing with minimum budget and intervention by utilizing actual amenities, rather than making an elegant building starting from scratch. While IPA Florya Campus now serves as a public spot including urban research institutions as well as public event spaces, the reconfigurations of the campus.

40년대 초에 개장한 플로리아 시티 포레스트는 이전 이스탄불 지역의 시장들이 민간 주거용으로 부분적으로 점유하고 있었다. 그는 2019년 새 이스탄불 시장이 당선되자 관료들의 사저를 없애고 기존 건물을 공공 프로그램으로 다시 기능시켜 전체 지역을 공공 캠퍼스로 탈바꿈시키겠다고 약속했다. 개인 별장들은 이스탄불 계획국(IPA)이라는 이름의 지방 자치체의 공공 기관들의 공동 작업 공간이 되었다. 그러나 이전에 주택 단위의 개인 휴양지로 건설되었던 수영장에 관해서는, 그것을 공공 수영장으로 사용하는 것은 효율적이고 지속 가능하지 않을 것이기 때문에, 가장 좋은 선택은 그것을 철거하는 것처럼 보였다.

 

철거하는 대신 수영장과 접이식 덮개를 유지하고 필요한 편의시설을 설치해 공공 홀으로 탈바꿈시키자고 제안했다. 우리 디자인의 주요 원칙은 기존 수영장의 이미지를 최대한 유지하는 것이었다. 시간과 예산을 고려해 최소한의 개입으로 건물을 다시 기능시키자는 취지였다. 게다가, 수영장의 이미지를 집단 기억의 일부로 유지하는 것은 이스탄불의 공공 공간을 다시 되찾는 이야기가 새로운 도시 행정부에 이어졌기 때문에 중요했다. 그래서 원래의 덮개 구조, 풀 타일, 벽 덮개, 심지어 색깔까지도 그대로 유지되었다.

 

수영장의 공공 홀 기능을 위해 수영장의 빈 공간은 합판 원형 좌석으로 채워졌고, 아동용 수영장은 현재 새로운 홀의 로비의 일부로 겨울 정원으로 사용되고 있다. 수영장의 아래층에 있던 기계실은 새롭게 기능을 변경하여 분장실로 디자인되었다. 음향 효과를 위해, 접이식 덮개의 기존 폴리카보네이트 시트에 목재 패널이 고정된다.

 

해당 수영장은 지금 여름에는 옥외 이벤트 공간으로 사용되고, 겨울에는 기상악화로 건물을 감싸는 덮개 구조물이 설치되어 400명을 수용할 수 있는 강당으로 사용된다. 적응형 재사용 프로젝트로서 우리의 출발점은 처음부터 우아한 건물을 만드는 것이 아니라 실제 편의시설을 활용하여 최소한의 예산과 개입으로 기존의 모습을 바꾸는 것이다. IPA Florya 캠퍼스는 이제 도시 연구 기관 및 공공 행사 공간을 포함한 공공 공간으로서 기능하며, 캠퍼스의 재구성이다.
